on the regular plan you get entree, dessert, and a drink at TS and QS meals (except breakfast, you just get entree and drink)

There are some exceptions where I think you do get an appetizer, such as Fantasmic Dinner package and Dinner Shows. But not at a "regular" TS restaurant.
