Disney's policies on cancelling/no-shows for dining haven't changed in the past year, have they?

Specifically:

1) If you book 8 but only 6 show, there is no penalty for the 2 as long as at least 1 person shows up for the reservation, correct? We have some tentatives on one or two of our days.

2) If you do decide to cancel, the deadline is 11:59pm the day prior, correct? (to avoid the no-show fees, of course).

1) Correct. You will not be charged.
2) Correct again.

Note on #2 it may not let you cancel online at 11:59 the night before and if you call they will warn you there is a cancellation but I've never been charged it unless I did same day.
