Just how much is there really to do for 21 mo old at Unviersal/ Is of Adventure?

I hope someone can tell me what exactly there is for a toddler to do at both of these parks? Isn't it like 75% or more geared more toward teens and adults? From what I remember both parks really don't have a lot for the very very young.

We are going to WDW in January 09. DH, Me, DD, DSIL and DGS 21 mos.
DD 22 & SIL 27 want to take in Universal and Islands of Adventure while we are there. We have an extra day in which to tour both parks. We are questioning whether all of us go or have DGS stay with DH and I in the Disney area and let DD and DSIL go it alone. It doesn't really matter either way to us. What do you think would be best?

Any advice or suggestion will be appreciated.

I would leave your DGS with your DH over at Disney. You might as well let him get all of the wonder and excitement out of Disney before he thinks he is too old to believe in it. :)
 
The baby isn't going to care at either place so it doesn't really matter.
 
The crazy word of Dr Seuss at IOA is tailor made for little kids - it really is lovely, and you can get some great photos with the characters too - my kids also liked the street entertainment at US - lots of dancing..... Mine are a bit older 5 + 7 but loved both the parks... They got to meet the cat in the hat, thing one and two , and Shrek and Donkey and talk about the characters all the time. Less rides for the teenies, but just as much outside for them...
