Just go to Disneyworld.com, Things to do -> Make Reservations. You do not need a hotel res to make ADR's which Hoop Dee Doo counts as. But they are only allowing 60 days right now.

You don’t haveto have a resort reservation to check dining reservations. It’s just you’ll be at a disadvantage since those with resorts reservations will have an advantage by being able to book past the 60 day window
