Just called Animal Control...

What a dope!! We're right in the middle of horse country in Goochland County, so a lot of neighbors and friends have horses. If they don't have their own barn, they board it with someone who does.
 
Keep calling the sheriff's department and reporting it. It's actually a pony (and a small one at that) not a horse. (Well technically it might be small enough to be a minature horse). It's not so much that fact that it is in your yard, but they can and will damage other things. I've seen horses lick and bite the paint on cars and even stripped all of the vinyl roof off one once caused they liked the taste of it. They will get into your shrubs and flower beds. There is a reason why people (usually) keep them in pasture not in their backyards.
 
There ARE laws that require livestock to have access to water and shelter (a stand of trees would qualify). There are also FENCE requirements. I'd report her to the zoning board as well as the sheriff, the ASPCA, the human society and every other governing body known to man.
