jack sparrow is actually only in the parade, he's not doing any meet and greets (sorry to dissappoint)- the trick or treat bags are orange with black handles on them- if you're gonna make a bag, make sure it's easy to put candy into (the goofy candy co. people give out candy to some of the kids along the parade route).

The OP stated that she saw Jack in adventureland doing meet-n-greets. Could it be that you just didn't see him?

If you look on the Dis home page there is a leaflet from the parks up there with the times, route, candy pick ups and character meets. Just looked at it but can't remember the times.

It appears that is not actually the case. You're just going to have to shell out the $6 or $8... whatever it is.
