This is not a Disney policy, it is Florida State law. The biometrics are really just attempting to make it harder for people to break the law. Whatever Disney's reasons, in the end it boils down to the fact that admission tickets to WDW are non-transferable.

817.361 Resale of multiday or multievent ticket.--Whoever offers for sale, sells, or transfers in connection with a commercial transaction, with or without consideration, any nontransferable ticket or other nontransferable medium designed for admission to more than one amusement location or other facility offering entertainment to the general public, or for admission for more than 1 day thereto, after said ticket or other medium has been used at least once for admission, is guilty of a misdemeanor of the second degree, punishable as provided in s. 775.082 or s. 775.083. A nontransferable ticket or other nontransferable medium is one on which is clearly printed the phrase: "Nontransferable; must be used by the same person on all days" or words of similar import. Upon conviction for a second or subsequent violation of this subsection, such person is guilty of a misdemeanor of the first degree, punishable as provided in s. 775.082 or s. 775.083.

If Disney wanted to and when the technology permits (Imagineers can work wonders approaching what NASA does) they could institute a full fingerprint recording system at the turnstiles and everyone could be still using the same Magic Your Way and Hopper Plus tickets and not know it (until they heard about it on these boards). Just more information would be recorded in the computers.

Buying tickets such as Disney passes from strangers including on eBay is dumb. However even eBay transactions can be structured as "gift and tip" (up to 80% of gate and 100% of asking, not the usual 15 to 20%) in which case a buyer could rely on not being ripped off if someone advertises an "unused" ticket.

Disney is not legally required to enforce the Florida statute regarding non-transferability of ticket (which Disney probably lobbied for). The statute merly permits Disney to treat you as a criminal if they catch you.
