Honestly it is way too early to say however I just returned to SF Bay area from Oahu in April.
For us here in California there are no requirements to test negative before leaving/ arriving or vaccination required as Hawaii is still part of the US. I however cannot speak about Hawaii's resident protocols. I have flown multiple times since last August including LAX and even when they were "mandating" quarantine from other states..yeah no one did, so I wouldn't worry on this end.
But you'll have to check again closer to your trip.
Hawaii instituted their own "Safe Travels" policies. So those policies only exist for travelers and residents coming to Hawaii, not from.
If you are are flying from Hawaii to mainland, then you'll need to follow the arriving State's guidelines. California doesn't have a "Safe Travels" for interstate travel.
On the way back to Hawaii, you'll need to follow Hawaii Safe Travels guidelines for residents/travelers
Your trip isn’t until October I wouldn’t start worrying about this until the end of the summer as things are going to start rapidly changing in the next couple of weeks.
Yeah, AFAIK, there are no restrictions. We've been flying back and forth to Southern California for the past few months with an unvaccinated minor and there have been zero restrictions.
