as a resale owner(white card) and staying at Bay Lake Tower can I go up to Top of the World on the 4th of July or even the 3rd for that matter?

As I understand it, of the two exclusive DVC lounges, the Top of the World Lounge is available to all DVC members. The other, the DVC Member Epcot Lounge, is only available to those that have a Blue Card.

Obviously not this year, but in 2019 they made July 4 a paid event for paying blue card members only.

July 3 was BLT guests only, and reached capacity very early in the evening.
