So would DCL guarantee the booking and the staterooms onboard even though they haven't yet released those dates for general booking yet so we would be able to get cat 3 rooms ?

No you can only book actual dates as far as possible in future and then when the new dates are released ask for the ressie to be changed to the new dates required, IE book a phantom cruise.

First I have to book Flights for 2008 in September then Disneyland CL pre cruise!

I'm not sure about the actual staterooms, I guess your travel agent could take care of that part later???
