Anyone know why the un-smiling clown, holding a 'help' sign on 'It's a small world' was taken out of the ride? And does anyone have a picture of it? I was trying to show my brother, since I can't seem to find any images on google.

And also found this on Allears.net in their "Interesting Facts" about the ride...
A clown figure in a hot air balloon in the "Finale" scene was the only frowning figure in the entire attraction -- it was apparently removed during the latest renovation of the ride.
 
All of the AAs are pulled on a rotating basis for routine maintenance. This includes painting and whatever else needs to be done. There are always a few of the AAs out, but normally most Guests will not notice the absence of them.
 

Ohhh..I had forgotten about that, but I definitely remember him now that OP brought it up and then there was the follow up picture. Poor sad clown..I wonder where he is now..
 
OMG I've never seen that clown before!

.... if I was stuck on iasw, I too would be frowning with a HELP sign.

Just got back from DW, It is a Small World was the only ride we had to wait,
I would have helped him out of there, I could not wait for it to end, the ride was okay, a one time thing but will not go again. I hope that they put him back, it would have made the ride if I had got to see him.
