A drunk driver hit a car caring tourists from New York. Three of the tourists died. This guy had had his license revoked five times! He was convicted of a DUI in the 80's and yet he was still on the road. There must be a way to stop this insanity! Why did the guy ever get his license back after the first DUI?

After my ex's 4th DUI, his license was supposed to be revoked for 10 years (not that it stops them from driving...). After 1 year he received an unsolicited letter from the Motor Vehicle Department stating that if he sent $xxx and filled out this paper, he would get his license back. He did. A couple years later, he gets his 5th DUI.......same thing happens again. The LAW states mandatory revocation for 10 years.........
