I found this picture on a website I frequent and everyone was making jokes about this poor dog and all I could think about was how sad that poor dog looked and how could anyone let their pet get like this?

My GF's mother has a dog that size but the dog was on steroids for a while for a medical condition, so maybe that's what happened here too.
