Is WDW getting cheap and cutting back on AC

DW is at WDW this weekend and said that she has noticed a lack of AC in many areas. The monorail had low to no AC, rides with indoor lines are very warm, they are currently in Toy Story Mania queue and said it feels warmer inside then outside.
 
I've felt that way for a few years now everywhere at Disney....gift shops, restaurants, hotels, rides, shows, etc....

We go every August and we used to get relief ducking indoor. Some places actually felt too cold. But for the past three years or so, we've noticed the air conditioning not nearly as cool as prior years. At some places indoors, it was still hot and stuffy.
 
Yes. We have definitely noticed it, and not just at Disney. Some rides at Universal were so warm they couldn't have been running AC (Looking at you, Simpsons ride!). This was last month, so yes, it's winter, but some days we had highs in the 80's.
 

I was there in September and I felt the AC was pretty cold everywhere, with the exception of the monorail. It wasn't hot but it wasn't as cool/cold as the rides and shops.
 
The problem may not be that they are getting cheap, but that the systems are getting older and less efficient and they can only replace them so fast because they would have to close each venue to do so.
