is value season the same every year? is it based on attendance, weather, etc.?

We went last year Nov.28-Dec.5 and although it was "value season", I found the crowds to be very large and overwhelming. This year I'm thinking of trying the week after that, which is still value season. But I'm wondering if the crowds will be just as bad. Does Disney change the value season based on previous years' attendance or is value season the same every single year?

The seasonal dates are usually the same. Deb's site list the exact dates:

When attendance is low they don't change the rates, they issue "codes" for packages with additional discount. A "regular" season date with a discount code could actually be cheeper than a value season date without a code.

You need to watch the boards for when new codes are posted or contact a travel agent.
