My fastpass 60 day is tomorrow. I am on touring plans trying to figure out our plan for the day we are at MK. We have a 9:15 at BOG. Touring plans suggests that we rope drop Tomorrow Land speedway and arrive at BOG at 9:21. Is this possible or should I try and get in the park early to get to BOG
 
It's possible to be up to 15 minutes late checking in for an ADR. If you're in the park at the front of the rope drop crowd and head straight to Tomorrowland Speedway, you could honestly probably make your ADR on time. If there's any way to get a pre park opening BOG breakfast, you could eat first and then head over to Tomorrowland at rope drop from Fantasyland at a more leisurely pace.
 

I would definitely try to eat breakfast before park opening. Depending on how crowded that day will be, between rope drop and 10:30am is when you can knock off 3-5 headliner attractions from one's list (if one were to be inclined to do so).

If you're going to get to the park by rope drop, then why not take advantage of it? On the other hand, if BOG is a must-do and you can't get reservations at any other time, that's perfectly fine. But agree with @_auroraborealis_ that the breakfast menu doesn't get the most enthusiastic reviews.
 
Touring Plans very frequently suggests things that are bad ideas.

That said, a 9:15 BOG IS a bad idea. You will be spending some of the best park time of the day eating a breakfast that gets mixed reviews at best.

Regardless of the mixed reviews on value, if you pre order you can get in and out of BOG quickly (45 min or less). So while it does impact prime Park time, it's not as bad as some other ADRs.

I would recommend signing up for the dining reservation finder. There's one on touring plans since you mentioned you already use them. I had them text message me because the first time I tried it I had them email me but I don't check my email as often and the reservation was already gone by the time I noticed. When I used it for be our guest they sent me a text alert telling me there was an ADR available. I hopped right on my Disney experience and booked it...easy peasy.

Another option if you want to keep your breakfast ADR would be to move it to late morning, then plan to be at MK before rope drop to take advantage of a less crowded park for the first couple hours. Ride a few rides with little to no wait and then head to BOG. I've done this many times and it works beautifully.
 
The speedway wouldn't be my first choice of rides to rope drop, it can often be caught later in the day with a relatively short line. I wouldn't do breakfast in the park at 9:15, that is right in the middle of the best time to be hitting rides with short lines. I typically set my first FP+ for 9:30 to 10:30, or even 10:00 to 11:00, allowing me to use that first hour or hour and a half to take advantage of short lines in the morning, then use my FP+ once the crowds start to build up. Breakfast for us is always either at our hotel before we leave for the park, or at a restaurant before the park opens.

However, to answer your first question, yes, if you go to the speedway at rope drop, and get there quickly, you should be able to ride, and get to BOG. You will likely be a few minutes late, but they will still let you in, you just may have to wait a bit longer.
 
Agreed! 7 Dwarfs Mine Train would be the one to rope drop.
Plus, it's generally not a huge ordeal to get Speedway as a 4th FP+ except at the very busiest times. I think TP called the last day I was at MK last fall a 6. We got Speedway as a 4th and a 6th FP+ that day (my younger child wanted to ride it again; she is a creature of repetition. We also got 2 additional FP+ for Barnstormer along the way, and dropped in a Magic Carpets just for the heck of it even though I didn't think we'd actually need it).
