Is this a REAL resale restriction?

While it's a bummer resales can't stay in future built resorts, the points values are so high to me that it doesn't represent as good as value as the original 14 resorts. While having a nicer resort is a plus, I am in the camp of all DVC resorts are good enough for me, so I rather save the points for more trips. I go to WDW mainly for the parks, so I don't feel I am missing out on as much, but I understand where this may be a dealbreaker for some.

Yes DH and I were considering purchasing an initial small contract with Disney for the Blue Card but it would be the absolute minimum in terms of points, which right now is 100. That is a little to play with I guess.

If you do this, and alternate years with your resale points, you'd have 200 points (or even 300 if you're able to use all 3 years of points at once) to play with at new resorts.
 

This year's VGC availability is not a good example to cite. 7 months for all but maybe that October booking, VGC has been closed and California under restrictions.
We've stayed many times over the years. Two of the reservations were booked today (Oct and Feb/Mar) using my standard method: Scan inventory ... see what is available ... book something if I like it and waitlist what I need. Rinse/Repeat.
 
Just remember, only those 155 direct can be used at Rivieria or any new DVC location. Unless DVC makes needed change.

This only applies to resale contracts purchased after January 2019. Any resale contracts purchased before that date can be used to book anywhere. So if any of those 400 points were purchased by the owner before that date then the restriction doesn’t apply.

If you decide to buy both resale and direct. buy the resale first so DVC will match your UY right away. Sometimes it's hard to find a resale that you want that matches your initial UY. It's easier to manage points with just one UY rather than two which makes it two separate memberships. Meaning you have to transfer points to use points from both of them for a single reservation.

It would be highly atypical to get either of them booked today outside the pandemic. It would be waitlist. OP needs to be aware of this. It is rare to get VGC anything 2 months out in normal times.
 
Honestly it doesn't matter because if VGC is "easy" then it means don't worry about direct to stay at DL. If its "hard" then it backs up the idea that getting a room at the new DL resort is no guarantee. At this point people have had VGC for a decade and more likely to be expanding out to a WDW at times. In a new DL resort it will be primarily exclusively used at DL.

People should just look up the availability charts out there on the internet to decide themselves.

Also every year more people buy "cheap SSR points" to stay other places so slowly making switching a little more and a little more difficult.

Let's say hypothetically you have 100 CCV direct points + SSR 100 resale points (purchased this year), if you wanted to book at stay at Rivera (or a newer resort) that costs 150 points, would you still be able to book it because a portion of your booking was using direct points, or would you literally only be able to use the 100 direct points at Rivera?

You can only use your direct points.

Agreeing with above, you will only be able to use your direct points ... but you can use bank/borrow to reach your 150 point goal. So, consider that your 100 direct points are "every other year," perhaps, when booking at locations requiring qualified points.

Once there aren't any restrictions on borrowing.
 
If you really wanted a future DVC resort (or cruise for that matter), you can always rent your nice cheap (and more volumious!) resale points and book those stays with cash. This was the kicker for us when facing the direct vs. resale question - and we got 2x as many resale points for cheaper than what we were looking at direct.
 
We bought 75 direct (back when 75 was blue card eligible) and 125 resale. I had FOMO about the new resorts, so we decided that we can use our direct points once every 3 years to book stays at new resorts (225 points), and use our resale points the other 2 two years (187 points per year). The difference between resale and direct was about $60 per point, so the cost was only $4,500. We figured it wouldn't take long to make that back with the annual pass discount. With 4 of us in our house, our first AP discount saved us about $1,600. Even if that discount disappears for good, the extra $3K was worth it to never feel the real restrictions over the next 34 years of ownership.

Yes you can only used the direct points, but you can bank and borrow points. So you could pull 50 points from next years points and use them for the reservation. Or if you banked the previous years points you could use them. And use your SSR points for any of the original 14 DVC resorts, just no RIV.

Getting VGC is difficult but not impossible. I got a studio twice at 7 months and once I had only 2 of the 4 nights I wanted.
I got BWV standard twice, AKV value twice, BLT standard once. And BCV during a Studios Moonlight Magic night. Nothing is impossible.
Buying SSR to routinely stay at VGC? It's a bad idea. Buying SSR to visit other resorts is possible with the right amount of flexibility.
I think the new Disneyland tower will be doable if looking for a studio. Other categories are very limited and may be difficult. But given they'll cost a bazillion points per night, maybe not.
 
I have plans for DL 9/30-10/4. A friend got me a hotel room on the cm rate but it's still crazy expensive. I put in a waitlist for a VGC studio a couple of months ago. Through stalking, I did get 9/30. Still looking for 10/1-4. Got air on SW 5900 points each way (or $91). And I know, it's all likely to be cancelled.
