Is this a good fish-eye lens?

I know nothing about your camera system or the lenses that are compatible, but a quick look at that listing seems clear that it is not a lens - it is a converter that you add to your existing lens. I have seen some very negative reviews on cheap converters. Sorry I can't help with any details but perhaps have another read over the description that follows so that you know what you are actually buying if you do go through with a purchase.
 

The $20 adapter... you do get what you pay for. You may have fun with it, but the optical quality is going to be extremely low.

The 8mm fisheye from Rokinon/Samyang/Bower/Vivitar (they're ALL made by the same company) is an awesome lens. I love mine. Of course it's also a bit more than $20. Another option for an inexpensive fisheye is a Lensbaby with the fisheye optic.

I also have the Rokinon fisheye lens. For the price its great! One thing is that its a manual lens but I usually just set focus to infinity and shoot away!
