While we were in Disney in December we were in the Emporium when two CM's approached my wife and 2 yo DD and asked if she would like to help Cinderella get dressed for the ball.

My wife thought she was actually going to the castle, but that's another story :rotfl:

Anyway they wheeled out a little mannequin and read her a story and had her pick out what outfit Cinderella should wear and dress her. The mannequin was then later displayed. They also presented her with a wand and certificate.

Is this part of YOAMD or just normal Disney?

I believe this technically falls under the heading "magical moment". Magical moments are awarded at the discretion of the CM's but are not the same as actual prizes awarded for 'dreams'. They can be anything from being chosen out of the audience for a show to what you describe above to table service at a counter service location. I think many of things happened before (don't know about your specific encounter) but with the YOAMD promo they roll it all up together.

I bet your daughter had a blast!! I would agree that is probably a "magical moment".
