is there any way to lodge a complaint against your mail carrier?

A close friend of mine complained about his horrible mail service (sometimes his block went DAYS with no delivery). I guess the carrier was told who complained, because my friend actually observed the carrier dump his mail down the storm drain in front of his house.

He had to get a PO box.

My Mom's mail goes through that same PO, and she has a hard time with magazine subscriptions. So many folks complained that there was investigation. They found a room in the branch building that was stacked to the rafters with undelivered mail, mostly magazines. I guess that Post Master was part of the problem, not the solution.

I feel very lucky to have a wonderful carrier who goes the extra mile. I give her a nice tip for the holidays.

Being prior "postal" there are a few things I can assure you WILL happen if you complain about a carrier.
YES, your name is told to the carrier, your slot (where they case the mail) is flagged with a special plastic insert which means your mail must be checked after casing is done, prior to as well as after pull down and at delivery point. If this isn't being done REQUEST that it be done and checked by a supervisor.
Packages may be held and a notice left if you have a) a large dog
b) a long driveway (LONGGGGGGG) or c) inadequite turning around place (postal vehicles are not "suppossed" to be put in reverse)
Whenever there was a complaint at my PO the carrier was told about the complaint and was expected to handle it (deliver the letter, package, pick up outgoing etc..) IF there was a 2nd call then there was a verbal warning and after a 3rd a written. Three writtens warrented inside duty at inside duty pay MAJOR PAY CUT. Since the PO is Union and Federal it is very difficult to have someone fired for crappy service. If you continue to have crap service I would ask the PM for a FREE PO Box, that way you will have to drive to get your mail but at least you will get it.
I had 435 boxes on my route and 7 1/2 hours to do it, you only get paid for that time, anything over is your loss. Some days are good others....well at holiday times it's a major stretch. Somedays you may also have a Sub that works on Saturdays and when your carrier has off. The Sub is not going to be as fast as your regular and will probably make mistakes since they don't do it as often as a Regular does.
and YES we have to be able to lift 70 lbs!!!
With that being said, I HATE it when my own mail is late or wrong and living in the same town that I delivered to and ON the same route that I used to deliver occasionally you would think that my prior co workers would make sure I didn't get crap service. Unfortunately that isn't always the case. Some pple just don't care and have a crap work ethic.
Edited to add
If your postmaster won't do anything about your carrier find out where your local postal depot is and call there and complain. THAT will get their attention
