Is there a rotation for lunch and breakfast

There is no rotation. You can eat at Topsiders/Beach Blanket for a buffet, Lumiere's/Tritons for a sit-down-wherever-you-want-and-get-whatever-servers-are-working, and I think Parrot Cay for the same thing as L/T.

Not to mention Plutos, Pinocchio's, room service...

I've never had lunch on the ship since my DH and I are always out and about on the islands, but for breakfast if you choose to eat for example at Parrot Cay, they seat you with other people on the ship. If you do the buffet at Topsiders, you can pretty much sit wherever you'd like. We've done both and we prefer to do the buffet. Sometimes, they sat us with people we didn't have much in common with, so conversation was tough!
 
If you are on the 7 day your character breakfast is based on your rotation. Early seating eats at 8:15 & late is at 9:45 I believe. You will get tickets in your stateroom for it & your servers will remind you since they will be there with you.
 

The only thing that is scheduled for breakfast or lunch is your character breakfast. It is held in Parrot Cay on a sea day. Your head server will bring "tickets" to your table the night before and make sure you understand the time and location.

Of course, you can choose to not attend. Other than the character breakfast, you look at the "dining options" section on the back page of the Navigator. Topsiders always has a breakfast and lunch buffet. Lumiere's usually has table service and Parrot usually has a themed buffet. Lumiere's has table service breakfast. And there is always room service on the verandah....

This is how is is SUPPOSED to work, but I wouldn't count on it! We never received tickets or a reminder (maybe because we were on PLA rotation on the Western carribbean so our Character Breakfast was the morning after Pirate Night). Our server called our room about 15 minutes into our breakfast time to ask us if we were coming - we rushed over there, but we still missed Mickey and a couple other characters. The head server tried to get Mickey back for us, but couldn't work it out. Fortunately, we go to WDW regularly and have done many character meals so DS5 wasn't too disappointed - he said "I'm sad we missed Mickey - but we'll see him next time!".

Your server messed up, that's why they called. They should have given you your tickets and a reminder the night before. Don't know how you missed any characters though, they were at our character breakfast the entire time, almost to the point of irritation frankly!!!
