I know there are fees associated with II and conierge collection. Is there a fee for Disney collection and the cruises?

The Disney Cruise has a fee, but the other Disney Collection options do not have a fee at this time.

There is a penalty if you cancel though. It comes in the form of major restrictions of the points associated.

I am going to book a Wilderness Cabin for a couple of nights in October. There is no fee, but the Vacation Points are converted into Reservation points, and cannot be converted back. Once converted, they cannot be used to book at any of the 6 DVC resorts. This is no problem as long as you will always have a non-DVC resort that you won't mind staying at. We Do!

Hope that helps.

You mean if you book at a Disney hotel instead of DVC and cancel, you still must book outside of DVC with these points?

Yes. That is true even if you cancel more than 60 days/31 days in advance.

Yes and they can't be banked and will expire at the end of the use year.

IMO, the fee associated with DC collection transactions are included in the excessive points DVC charges you for such an exchange. There's no cash out of pocket fee, except for DCL.
