Is the Wine and Dine package available to DVC Members not on Disney Room Packages?

My sister is going as my guest on DVC points and will be getting the Deluxe Dining Plan. She is not buying a Disney all inclusive package.

Will she be able to get the Wine and Dine Option added to her dining plan for the cost of $39.99 per night?
