Is the transfer restriction once each calendar year or each UY?

Use Year. People can and have done transfers of multiple use years (the one you're currently in, and next year) in one phone call. If you have Jan-Oct UY you can transfer 2011 & 2012, if you have December you can currently transfer 2010 & 2011. And a reminder that the transferred points can't be borrowed, and banked points can't be transferred.

Yes, the restriction applies to both incoming and outgoing transactions. You are only permitted a single transaction for the year.

If you receive 100 points from one member, you will not be able to send or receive any other points for that use year.

Yes, once the points have been transferred into your account, you can bank them to use in the next Use Year. They are supposed to retain the original Use Month and Home Resort status.
 
I learned something interesting from DVC today. If you get points transferred into your account and then you subsequently bank those points to next year, you have done a transfer transaction for both this year and next year, e.g. that you cannot do another transfer in or out next year since your banking transaction is considered as another "transfer" transaction for next year.

That makes no sense, as banking is not considered a transfer transaction, otherwise, everyone would pretty much have experienced this one transfer rule.

My honest guess is you got a misinformed CM.
 
I would call back and confirm because that does not sound right. It should only be a "transfer transaction" for 1 year
 
I confirmed a second time with another CM at DVC - it is treated as two transactions.

Here is what happened Owner X transferred 50 Apr11 points to Owner Y, who has a use year of Dec and is looking to make reservations in April 2012.

Owner Y accepts the transfer, immediately banks the 50 points into the 2012 UY and then uses the banked points for an April 2012 ressie.

Two CMs at DVC have told me that the transfer counts as one transaction in the current UY, and the banking counts and a transaction next UY, therefore owner Y cannot do another transfer next UY.

I know this sounds off, but I just confirmed this.

This is 100% not true. I had 2011 UY points transferred in to our DVC account. I then banked them into my 2012 UY and used them to make a reservation for next summer.

Several months later, I transferred out some 2012 points to another member. So if what you were told was correct, what I did wouldn't be allowed. Clearly it is, because I did it. Sorry you were given misinformation...
 
This is not the first time I have heard inconsistencies. I did not argue with either CM - in fact, I did not even ask it, it was volunteered both times - here is how conversation # 1 went:

Me: Can I get points transferred into my account, then bank them to use for a ressie next year?

CM: Hold on, let me check with another CM........Yes, I have confirmed that, however you should know that if you did that, it is considered a transaction for this use year and next use year and you cannot do another transfer next year.

Me: Okay, that wasn't my understanding but that is fine - let me go ahead and have the other owner do the transfer.

(me and the other owner complete the transfer and then I call DVC back) Here is conversation #2:

Me: I just got points transferred into my account. I'd like to bank it to next year and then make a reservation with them....(after I complete the bank and ressie)......

CM: Okay, you are all set, but just so you know, you cannot do another transfer next year because this transaction counts against your one transaction per year...

Me: (paraphrasing) Whatever.

Both time, that information was volunteered to me - I did not bother arguing it.
