Is the Plaza Garden buffet only open for breakfast?

Trying to get my dinning reservation together. My friend told me that they had a dinner buffet here, she could not remember the name... just that it was like Crystal Palace at WDW... This is the closet spot that looks like Crystal Palace...

I know it open for breakfast with character dinning... So is open for lunch and dinner? and if so how's the food?

Yes, it's open for lunch and dinner. No character then. We like the buffet! It's regular buffet style food
