Is the monorail WC accessible?(NM)

Yes, the monorail is fully wheelchair and ECV accessible.

The ramps at Magic Kingdom and Epcot are a bit steep. Epcot has an elevator to get to the loading area, but Magic Kingdom does not.

At Polynesian and Grand Floridian the stations are over the main entrances and accessed from the second floors; there are elevators available.

At the Contemporary the station is on the 5th floor. There is one elevator that goes from the 4th floor to the platform.

The elevator at the Epcot station is on the departure side. Normally the people there will ask if you want to get out on that side, or get out on the normal exit side and use the ramp.

MK and TTC are ramps only, and fairly steep. Due to the way the stations are laid out, retrofitting would be extremely difficult.
 
At Epcot, if you want to use the elevator to get off, I'd suggest being pro-active and asking. We don't ride the monorail to Epcot on every trip to WDW, but we've never had the elevator mentioned to us.
 

I agree with Sue about the elevator access when arriving at EPCOT. Request it when boarding at the TTC would probably be the best. We've never been offered that option either.
 
Also have never had the option offered of using the elevator when exiting at EPCOT. Ask.
