Is the monorail for everyone or just hotel guests?

Doing several meals in down town disney can someone tell me if non hotel guests can ride the monorail from the park to down town disney and then back again?

It can be used by disney park ticket holders

You can ride the monorail all day as long as you have a valid Disneyland ticket. On MM days, it will only be avaliable to hotel guests before park opening.

on high crowding days, its likely that the monorail is only available for hotel guest early in the morning and late at night.
