Is the closing rule for rides still in effect?

Does Disney still honor the rule where as long as you are in line for the ride before the park closes you can ride.
So if DCA closes at 10 can we get in line at 9:59 for Radiator Racers even though it's an 80 min wait?
 
As far as I know yes. We got in line before close in December. The wait was much shorter than posted, but it did put us on the ride after closing time.

I'm not sure I'd wait until 1 minute before. But you should be good 15 minutes before close.
 
Yes, they allow you to enter a line up to 1 minute before. I got into the Indy line at 11:58 one night! Also, they really inflate the wait times that late (or the CMs just stop updating them after fireworks). For example, some Fantasyland rides had 20 minute posted but it was a literal walk-on. Indy said 45 minutes and I was done in 20.
 
Possibly. Last time we were there, we were trying to quickly hit all the Fantasyland rides before leaving. We had one last ride, Casey Jr. Circus Train. It was about 5 minutes before park closing and the CM had already shut off the line. We were walking really fast up to the line when he closed it, while the train was half full and had not left yet (which was kinda frustrating). So there are no guarantees that they won't shut off the line early.

We have had several similar experiences. One December last year, I ran to at least three rides at 11:50 before finding an "open" one (BTMR). We ended up getting to ride twice to end the night. Just based on my own observations, I think that the headliners are more likely to stay open until closing, but the smaller rides often close up earlier. Either way, I wouldn't count on being able to get on something right at park closing.
 
I think Guardians might be the only exception, at least on nights they have the "extra" extra magic hour at night. Reports have been that they shut down the line so that the onsite guests have exclusive use of that extra hour.
 
I was kind of wondering how GOTG would factor into this.. I mean if you get in that line right at closing you will be there for hours.

Not any more. The wait times have decreased substantially since it debuted, and it's quite common now for the wait time to be less than an hour (right now, the app is showing a 45-minute wait).
