You can book the ILL$ (individual, top tier, pay for each ride selections- ROTR, SDMT, etc.) at 7am, if you are an onsite guest. Offsite guests must wait until park open

When you stay onsite you can book the separate paid Individual Lightning Lane Selections (ILL$) at 7:00am. This can give you a head start over people staying off site, who can book those selections at park opening.

When I spoke with the CM, she said the ban on one night resort reservations would last at least until 12/5

I think it is more of an issue of housekeeping staff shortages. Many hotels at tourist destinations have stay minimums because they dont have staff to turn over their rooms every 24hours. I imagine that one night stays will return once staffing issues get better.

I tried to add dates in December and it was showing me only single night availability in most DVC resorts but it was later in December so I'm not sure.

I just don't see the housekeeping shortage drying up anytime soon. I bet they will keep this policy in place for regular Disney resorts for a good while.

Do people with reservations at the Disney Springs hotels count as part of the onsite hotel list (the 7am group)? Technically, those hotels are/were Disney World certified hotels and are/were included in all the perks of the more expensive hotels so not sure if that has changed or not.
