Is Shamu's happy harbor open all day? or phase opening?

I can't seem to find information regarding this. I've heard that Shamu's Happy Harbor doesn't open until an hour or two after the park opens. Can anyone confirm this? THANKS!!

This weekend the hours for Happy Harbor were 10am - 5:30pm. Which was an hour after park opening to park closing. Hope that helps
