Is it possible to format text wrapping in Microsoft Works?

[At World's End]

I'm trying to customize a license plate by adding a picture over someone's DISign. My old computer had Word, and I knew how to do it with that program by formatting it in front of text. New computer only has Works, and I can't figure out how to do it.

Can someone please explain how to do this? Thanks!
