I didn't hear this anywhere, just thinking out loud.
Several posts on this thread point out that very short potential walking distances exist between certain resorts and parks, but that there currently are obstacles in the way. Other threads discuss the dire need to increase transit capacity, even taking the Skyliner into account.
It would seem to me that the very cheapest way that WDW could lighten the load is to make it possible for guests to simply walk when distances are short. Walkways are very cheap to build, even when they require bridges, because you can use prefabs for the light weight requirement.
It would also seem that building extra "minor" park entrances would take some of the load off the main gate security screening areas, which are some of the worst guest experiences on property. They did it at DLR when they built the access in from the GCR, and that seems to work OK.
