Is it possible that a guest could be "downgraded" a room category due to request?

We'll be staying in a garden view room at BWI in a few months. I was checking out the room views on touring plans and really like ALL of the views for "garden view" that are on the 5th floor, so I'd like to phone in a request for a 5th floor room.

My concern is: What if at the time of room assignments, there are no garden view 5th floor rooms available, but there ARE standard view (parking lot) 5th floor available? Would my request for 5th floor override my garden view booking, and get placed in a 5th floor room with a standard view? Or would they just not accommodate the 5th floor request, and put me in a garden view on a different floor?
 

I checked in early on one trip and my room wasn’t ready, they tried to down grade me to one that was ready, I told them I would wait.

I want what I booked and paid for, and not have to settle.
 
If they downgraded you, they'd have to refund the price difference so they'd only do this under extenuating circumstances. As PP said, they'd give you the exact opposite of your request in your booked category before they'd change your booked category to meet your request.
