We were there last year at that time and found it very manageable. Epcot was crowded because of the Winefest but not bad. Fast Pass is recommended for the really popular rides like Soarin, Test Track etc. but otherwise most of the rides were 15-20 minute waits. We followed the general rule about doing Fantasyland in the AM and we did the whole section in under 2 hours!
We had great weather (upper 70's in the day, mid to upper 60's at night), rain on our last day only (and just as we were leaving the parks anyway).
I highly recommend MNSSHP (the Halloween Party at Magic Kingdom). We went in full costume on Halloween night at had a blast! That night sold out and I found the crowds very manageable!
We traveled from WI the last 2 years for Halloween week and MNSSHP.
The first year we went to the party on the 31st and it was kind of crazy.
Last year we went 3 days before and it was awesome, walked on everything, fabulous fireworks, great characters, well worth the price of the hard ticket.
As far as the crowds, it was busy, but not overwhelming by any means, believe it or not, our biggest crowds were at Epcot for W&Food festival.
We went to MNSSHP a few days before Halloween and it was great. Definitely the highlight of our trip. The kids had a blast getting to trick or treat in the MK, meet characters and go on line free rides. The Fireworks and parade were spectacular. To us it was well worth the price of the ticket.
The MNSSHP on Halloween night will be a lot more crowded then other nights so if you decide to do MNSSHP try to choose a night other then Halloween night.
One othe rthing to add was that the weather was great. Warm enough to wear shorts but we never broke a sweat.
