Is Frozen opening at park opening or when world showcase opens?

I read an article that may be outdated. Article said it was opening with park open often. Is that true? I chose Test Track as my Fastpass and would still like to get on Frozen, so was thinking of being ready to go into World Showcase at 11 when it opens? Has anyone tried to get there recently? (my plan is to rope drop Soarin')
