Is "Flash Forward" a LOST spinoff?

I saw a preview and it looked like Juliette and the eyeliner guy and of course the whole Flash Forward stuff. I am confused...is this a LOST spinoff?

It isn't a Lost spinoff but they are going for Lost's audience. Sonya Walger (Penny) is in it and Dominic Monaghan (Charlie) is rumored to be part of the show.

Nestor Carbonell (Richard) isn't on the show and neither is Elizabeth Mitchel.
