is ER slipping?

I think the story has been good this season, they may just be wanted to give the Law & Order a boost since that is a winning time slot.

I know as a general rule I prefer any Law & Order rerun over most other shows reruns. Each episode stands on it's own much better. You don't have to know the story or the characters.
 
Maybe it is the opposite of what you are thinking - maybe Law & Order Criminal Intent needs a boost and they hope to corral Thursday evening viewers.
 
I had no idea that they pulled tomorrow's rerun!
I guess they figure with all of the reruns of ER all over the place, taht they would try something different.
In answer to your question - yes - last season was the first season in a LONG time that ER is not in the #1 spot, but it's the #3 show. I would hardly call that a failure. :)

Honestly - this season is WORLDS better than last... and the episode taht they pulled is not exactly a strong one - so I'm not at all surprised that it's not on.

I believe that they are doing reruns this week because of the World Series. Often the competing networks don't want to "waste" a new episode against something as major as the World Series.

I enjoy ER reruns too but I don't care if they put in L&O instead - if it's not a new ER then whatever it is doesn't matter too much to me.

I think another reason they're doing reruns is the November sweeps is coming up soon. Should be some great episodes then!
