Is Epcot Int'l Gateway Guest Relations OUTside park?

We're staying at the Yacht Club, and I want to get our GAS Card the night before we hit the parks so that we don't waste ride time in the GR line. Is the International Gateway Guest Relations OUTSIDE the park gates? I won't yet have an entry ticket to get in.

There are a total of for ticket/GR windows at the IG. At least one of them is staffed by someone from Guest Relations. If only one is open it will be both.
