Is DVC over-expanding?

I'm anxiously waiting for the 5th park announcement! It's been 15 years since the opening of AK. A 5th park would open a huge door of opportunity for DVC expansion.

I know there will never be a monorail expansion in my lifetime, but I wonder if it would be possible to build a resort along the existing Epcot loop and stitch a station into the existing track?
