Yes, I don't think DIsney is running all rides at full capacity
I believe that's part of it.
I forget which site/group it was, but they used to measure queue efficiency. They had all kinds of stats for how quickly lines circulated when max number of ride vehicles were in motion, line structure, and even some little tweaks with attraction speeds. Some of it was done due to staffing and crowd size at varying times, but this was also in the days before park reservations. So, unless it was a time like Christmas when the parks could hit a legitimate capacity closure, this was being measured back when Disney would just let in as many people as they possibly could. At some point, this group found Disney messing with number of ride vehicles and line structures on slower days to give the illusion of a crowd and demand. Afterall, if it looks crowded, it must be popular.
This is not to say that Disney isn't crowded, but they have lots of games to distort reality to create a favorable image.
