Is Beaches and Cream a DP restaurant?

Yes its apart of the DP, it is a TS credit.

just called the DP hotline, they apparently do not accept reservations! good to know!

Yes it's on the dining plan but they do not take reservations

As stated, it's on the DP and they do not take ADRs. You'll have the easiest chance getting in at off hours. FYI, it's a pretty inexpensive meal (not much more then a counter service place) and may not be worth using a TS credit unless you have some to spare. Check the prices to make sure it's worth it.
