And can you go there and see her without doing the lunch/dinner?

You cannot see her without eating there. You might find her at the PFF but they rotate the Princesses regularly so you might not. You can also stop at City Hall in the morning and ask where you might be able to find her, they usually have a schedule of all character locations thru the day.

Only at Ariel's Grotto and it is pay to enter. You can try cajoling a CM into letting you visit her without paying. Probably will not work. You pay after eating dinner so you could make the reservations, go down to meet her then leave and lie about an emergency but the politeness police do not approve of that method.

She was at Princess Fantasy Faire 2 weeks ago. They were in the middle of "shift change" so we barely saw her but I snapped this picture:
