Is a tube of BenGay okay in the carry on luggage?

Sure. It just has to be in a container of 3.4 ounces of less, and it has to go into your 3-1-1 bag:

You should be able to take a larger tube of Bengay, as long as you declare it to security. I've taken plenty of OTC meds for my daughter, let the TSA agent know it's there and place it in the bin separate from my quart sized baggie. They may need to separately inspect it, but haven't with mine.

I was thinking that too, it could be considered an over the counter medication.

Technically, correct, by I'm going to say this is going to be a YMMV situation. Theoretically, sun tan lotion/cream would be in a similar category, but alas, we know how that usually works.
