No. But "issues" is a really vague question.
Did you google your phone's issues? Include iphone 4 in your google search.

Describe what's happening when you try to download or update apps....are you getting an error message? If so, what does it say?

One general cure-all for many iPhone/iPad/iPod issues is to reboot the device. Don't just use the sleep button, power it off altogether, and then start it up again. Cures a multitude of problems.
