24. Mardi Gras Parade at 8:00 PM.
25. Huey Lewis & the News at 8:30 PM

call me crazy, but I wouldn't ride Popeye in mid-February. I don't think you can squeeze in all of your US attractions on a Saturday.

Feb 17th is Huey Lewis for Mardi Gras. If you get there early you should be able to do all of IOA before noon. But dont try to go for a plan...its more fun when you just explore and have fun.

The good news is that crowds are very light in February.
The idea of your plan is great, but I wouldn't do the water rides at IOA before visiting Mythos. You'll be soaking wet, and feel water logged.

First of all, the parking garage opens at 8am, that's when you want to be there. If staying onsite, then it's still a good idea to walk over at 8am and be first to the gate.

Start at IOA.
Hulk (Front Seat Ride), Hulk (Back Seat Ride).
Dr. Doom
Spiderman
High tail it to the Jurassic Park section and ride Pteranondon Flyers before the kid rule.
Ride JPRA (request the back row, you'll get a little splash).
Ride both sides of Deuling Dragons in the front row, then back row.
Posiden's Fury
Sinbad Show (check show times)
Mythos (opens at 11:30am)
Kiddie stuff in Suess Landing.
Water rides depending on wait times, Popeye, and Rip Saw Falls.

Go back to hotel and rest.

Visit USF
The Mummy (check wait time - use single rider line if long)
MIB (check wait time - use single rider line if long)
Do not ride BTTF, it will make you sick.
Jaws
ET
From there it's your choice on what to do next depending on time left.
Going to the HRC at 05:30pm is a good idea to miss the crowds.
