Get to the park EARLY. You'll have a much better time that way. Might as well start off with Spiderman, as you will want to do this twice. Further in the same direction, though, are two very wet rides, so you may want to reverse direction by heading to Seuss Landing (saving the wet rides for the end of your visit).
It all depends on how you like to approach the wet rides. They are soooo much fun. You also will probably want to do these more than once. If you bring ponchos, then you can protect yourself. Many teens come to IOA wearing bathing attire under their clothes.
If you don't have Universal Express, then I highly recommend it if the park will be crowded. It costs more, but it works really well. You can buy it at any giftshop inside the park.
Here are the rides you will probalby want to hit.
Spiderman
Storm Force Accelerator (a spinning teacups ride)
Cat in the Hat
Seuss Trolley Ride - there are two tracks, each offers a different ride
If I ran the Zoo (kid's playground - it is excellent)
Poseidon's Fury
Sinbad (stunt show)
Jurassic Park River Adventure
Dudley Do-Right's Ripsaw Falls
Popeye and Bluto Bilge Rat Barges
