International or US College Program Eligibility?

Hello Everyone! I'm an American who attended college in the United States several years ago but am currently completing a Masters Degree in Europe and am hoping to apply to the College Program. As an American, I have unrestricted access to work in the US but am unsure if I have to apply as an American or International student. Does anyone have any idea what the correct way for me to approach this is? Thank you very much!
