Infants on wishes cruise

Does anyone know if a 1 year old would count towards the person count on the wishes cruise? We were 10 people but now 1 more person is going. 2 of the original 10 are 1 and 2 years old. I'm assuming they do count but just wanted to make sure.

On the Pirates and Pals they do, so I am assuming yes. I think it is because of the boating safety issues.
