That aside, all countries have problems, but that doesn't mean its unwise to use funds to promote its tourist industry. If successful, they can bring in more tourist dollars than they spend on the promotion... the goal of all advertising/promotion.
In this case, we don't have enough info to even know who's putting up the money, or even if things have reached that stage. The government may be involved, but they could be involved to find corporate sponsors.
