Inclusive items for Counterservice meal of Dining Add on

We'll be staying at the POP and was wondering about this. Since the food court is considered counter service, what would be considered the meal. For example, I usually like to get the cheeseburger with fries and a Caesar salad (as a dinner) would the salad be included as part of my meal or would that be extra, and if so, how would they make the distinction? TIA
 
the salad would be extra - but you can add a dessert and drink.
 
oh and they would do two separate billings, i.e., the chburger/fries/dessert/drink on first bill and then bill second for the salad alone.
 
If you don't really want the fries, you could tell them no fries and get the salad as your side dish. I did this with vouchers at POP. I typically got the fruit/cheese plate, chili cheese fries or salad as my side.
